Andre Duart

Mr. Andre Duart has served as a leader in the Emergency Management industry for over a decade as an owner, President, Director and COO. He oversees strategic and daily operations for the company, and is responsible for the expansion and implementation of the company’s strategic plan and growth. Mr. Duart is also responsible for project management, resource, and staff allocation along with the financial performance of the company’s operations. He is a leader who thrives on innovative problem solving during a challenge and is a master communicator who values relationship-building.

Bethany Duart

Mrs. Duart has served as a Chief Executive Member of Synergy Disaster Recovery since 2019. She offers a unique blend of experience and expertise in business leadership, operations and account and asset management, process improvement, technical and personnel management, strategic planning and business development. Her diverse background in crisis management, human resources and public relations brings a well-rounded and diverse perspective to the Emergency Management field.

Joe Gross, PMP

Mr. Gross has experience with more than 20 declarations, serving dozens of clients nationwide in recovery from floods, fires, hurricanes and other events. He brings vision, creativity, strategic thinking, and technical acumen to each project. His innovative techniques have facilitated efficient and expedited recoveries from disasters that saved his clients tens-of-millions of dollars. Mr. Gross has played a critical part in establishing Synergy Disaster Recovery as an industry leader in Emergency Management around the country. Mr. Gross has been asked to present at numerous conferences and trainings nationwide and has been a key contributor to white papers and working groups that have shaped federal and state policy.

Tracy Doyle

Ms. Doyle is a credentialed Financial Section Chief with more than 20 years’ experience working disasters at the local, state, and federal level. Ms. Doyle provides her clients with the inside track to an accelerated recovery utilizing her knowledge of FEMA’s PA model, 44 C.F.R., procurement, expense tracking/documenting requirements, project formulation, mitigation, RFR submissions and closeout procedures. Her wide range of experience has made her a sought-after expert and speaker, presenting on the FEMA Grants Portal, State Led disasters, Efficient Recovery and other topics nationwide.

Mike Garner

Mr. Garner is a nationally recognized hazard mitigation planning and emergency management expert. He brings nearly 20 years of local, state and federal experience leading and supporting hazard mitigation, long-term recovery, emergency management, and community resiliency planning to communities nationwide. Mr. Garner specializes in state and local hazard mitigation plans and post disaster technical support and his experience on projects in a variety of communities nationally lends a value perspective to every project. His broad work across all phases of emergency management provides him with a unique skill set, ultimately benefiting each community that Synergy supports.
